Vehicle theft now requires specific tools and story progression to access. Older models in the game world can be stolen by smashing windows or playing a Slim Jim minigame. Modern luxury vehicles present a higher barrier, requiring players to use a Key Cloner to perform relay attacks on the car's signal.

Protagonists will use the in-game Waink smartphone app to scan lock status and track GPS signals before attempting a theft. This adds a layer of digital preparation to the physical act of stealing a car. Despite these new restrictions, instant carjacking of moving vehicles remains available for players who prefer direct confrontation.
