The conflict centers on Paralympics Productions, a modding group that was actively developing these fan ports. Take-Two Interactive, the parent company of Rockstar Games, initiated legal proceedings against the group. The action targets the unauthorized adaptation of copyrighted game code for hardware platforms where the title has not been officially licensed.

Rockstar Games updated its modding rules in September to explicitly prohibit modifying games for release on consoles or hardware devices without official permission. This policy shift provided the legal basis for the subsequent cease-and-desist order.
