Paradox Interactive is adding a new layer of strategy to Hearts of Iron 4 with the upcoming DLC 'Thunder At Our Gates'. The expansion introduces a Military HQs system that lets players deploy generals directly onto the map, changing how they manage frontline command.

Generals deploy to on-map HQs
The new system places army HQs as on-map units. Generals assigned to these HQs propagate bonuses to nearby divisions, making positioning and protection critical. HQs do not count towards division caps, but they do affect volunteer limits, adding a trade-off for players.
Generals can now be captured if their HQ is overrun. Players can recover captured generals through raids or spy operations, adding a new layer of risk and reward. The feature started as a simple prototype, according to Paradox, and evolved into a system that is both workable and engaging without forcing a full commitment from players.

The DLC releases globally on June 11, 2025. Pricing has not been announced. The expansion builds on the game's existing depth, offering new tactical options for both new and veteran players.
Hearts of Iron 4 continues to receive support years after its initial release. The Military HQs system draws inspiration from earlier titles in the series, such as Hearts of Iron 3, but adapts the concept for modern gameplay. Paradox has described the development as a challenging but rewarding process.
The expansion is confirmed for release next month. Players can expect a new way to command their armies, with risks and rewards tied to general placement and recovery.
