The controversy centers on a 19-page pitch deck obtained through public records requests. The proposed campaign aimed to convert spaces like the Miami International Airport and Metromover transit cars into Vice City-themed attractions. Rockstar Games has not publicly addressed the rejection, though the pitch documents outline the scope of the intended immersive experience.

Sheriff Rosie Cordero-Stutz led the opposition, arguing that the game franchise is built around criminal activity. She stated that Miami-Dade County is not Vice City and that the campaign would promote harmful stereotypes. Commissioner Juan Carlos Bermudez joined the Sheriff in opposing the proposal, emphasizing that the county does not want to be associated with the game's violent themes.

Despite the pushback from law enforcement and commissioners, the Mayor's office remains open to the idea.
