Dan Fraser, the creative lead, described the concept as a way for the team to let their wild side run free. The idea reportedly started when a team member suggested an ice cream man simulator with a drug-dealing twist.

The core gameplay involves maintaining a double life while running an ice cream truck. Players must evade law enforcement while trying to expand their territory.
